Horizon Europe: European Commission publishes first draft of the implementation strategy

On 30 April 2020, the European Commission published a first draft of the implementation strategy for the next EU Framework Programme for Research and Innovation, Horizon Europe (HEU).

This strategy for implementation is a core document for shaping Horizon Europe, along with the Strategic Plan which is the basis for the design of the thematic funding priorities. So far, the European Commission has published only one orientation paper on Horizon Europe in preparation of the implementation strategy.

The draft of the implementation strategy now presented defines four main objectives for Horizon Europe and assigns the following sub-objectives and measures to them:

  • Maximizing impacts

  • Ensuring greater transparency and further simplification

  • Fostering synergies with other EU spending programmes

  • Easing access through digital transformation and outreach

Concrete timetables are already available in some cases for the individual sub-goals and measures of the now published draft strategy. The document is a "living text" and is to be updated again in the further course of the year. A progress report on the implementation of the measures described is also planned for the second half of 2020.
